section of railway is property of Hong

ong Government, and ask that instructions

should be issued for return of rolling

stock referred to in Canton telegram 132.

In view of Colonial Office telegram

No. 212 to Hong Yong of 3rd November

you should not in this case raise issue

of payment out of revenues of

railway to meet service of loans.
